Chelsea are snapping Derby County left-back Dylan Williams in a dream move for the young Rams.
The Stamford Bridge club is working with crisis club administrators to finalize a fee that will lead to Williams for the initial amount plus the additional amount.

Williams, 18, played for the Derby first team eight times this season, but was unable to sign a professional contract during his time there.
Derby suffered losing Williams at the end of the season, meaning he would face a long wait for the tribunal to settle the compensation.
Rooney has also spoken to Williams to discuss the move and all parties have decided it is best to leave now.
The Rams boss said of the move: “We have agreed a fee with the Premier League club for Dylan Williams – I cannot stand in the way of his opportunity.”
Derby has also received offers for midfielder Louis Sibley this month.
But club administrators stopped him from leaving, saying they were keen to retain the current team.

And although derbys are subject to a transfer ban, that could be about to change.
Carlisle Capital has placed a bid to buy the club that meets the administrator’s asking price.
Williams could become Chelsea’s first signer over the January transfer window, although The Blues are also said to be keen on Matthijs de Ligt.
